Allaah begins this surah by swearing by four things of His creation. Only He is to swear by His created things. (We, Muslims, swear by Allaah and only Allaah.) Allaah swears that he has created man in the best of forms and has made all low, i.e. people of the Hellfire, except for those who believe and do righteous deeds. This surah ends with a question about Allah being the best of judges.
