Question for Hizb 46: What is the wisdom behind the following Ayah ''See you not that....''

Here is the question relating to Hizb 46.. which is from Ayah 145 of Surah (37) As-Saffat, to Ayah 31 of Surah (39) Az-Zumar .


What is the reason behind this Ayah?
''
See you not that Allah sends down water (rain) from the sky, and causes it to penetrate the earth, (and then makes it to spring up) as water-springs, and afterward thereby produces crops of different colours, and afterward they wither and you see them turn yellow; then He makes them dry and broken pieces......''

1 - in this is a Reminder for men of understanding.

2 - to educate men of understanding on the agricultural cycles

3 - in this is a Reminder for men of understanding to harvest their crops

4 - to make men of understanding acquainted with the seasons
